Power turned off automatically

I can't turn on my iPad unless it's connected to charging adapter. It shows 70% of battery but shut down automatically and turn on again even if it is connected to charging adapter.

You probably have either a bad battery or a defective charging circuit.

I would replace the battery first. However, opening an iPad is not as easy as opening an iPhone. You may break the digitizer (touch screen) or the LCD if you are not careful. At the very least, you will need new adhesive to secure the digitizer back on.

Look at some videos and check the iFixit guides before you start to see if you are comfortable.
