with tablet off
press power button and volume button together
after 7 seconds release power button only
keep volume pressed until a black screen with yellow writing appears
it will also have a large android icon on the page
check the list there

all I can do is load recovery. nothing I do there fixes the issue. only loads the welcome screen of the 2 rca dogs
