My toshiba satellite laptop states that my wireless is not currently enabled. The function. 8 is not working. It doesn't seem to be picking up any surrounding connections. How do I fix this?

Hi,
Not sure about your laptop but check in BIOS (press F2 on startup to enter BIOS setup) to see if there is a WLAN enable/disable option. If there is enable it, save settings and restart the laptop.
If no setting there, go to Control Panel > Device manager > Network Adapters and see if the WLAN entry has been disabled or has a driver problem.
(If you have Win 10 installed press Win key + x key together . box will open, select link to either Device Manager or Control Panel)
