Why won't my phone turn on?

I went to sleep with my battery at 7%. I woke up and the phone wasn't working so I assumed it had died. I plugged it into the charger and I feel and hear the slight vibration when it plugs in, but then nothing happens, I can't get the screen to turn on. What's wrong?
