@meus , Kraig, Ensure you have good fuel and if plugs are older change them and fuel shut off is fully open. Usually if it only tries to stay running with choke on or partially on this is a sign of insufficient fuel running to/through the carburetor. Here are some things to check, the the vent hole in fuel tank is not plugged(loosen cap and try), check for pinched fuel line/plugged filter, If equipped with fuel pump remove wires from spark plugs remove line on carb. insert line in clean container and turn mower over to see if the pump is pumping fuel, carburetor/governor out of adjustment(clean all the areas around governor linkage/springs/etc with compressed air, if carb. adjustable, adj the high fuel jet out 1/8 turn at a time to see if it runs better (count your turns so you can set back to original setting), Check for excess oil around the cylinder head(blown head gasket). If you have checked and tried the above with no improvement your carburetor is probably dirty and will have to be removed and cleaned/rebuilt. Check the attached links, instruction and guides, Good luck.

I hope this helped you out, if so let me know by pressing the helpful button.
