I've had my Alcatel OneTouch for a few months and just had the same issue.

Hold volume down + power for about 5 seconds, this restarted the phone. Release buttons when the Alcatel logo appears.

It's working great now!

This did not work for me. I had to take the battery out and put it back in. Then turn the phone on again and this worked.

Try things in this order.

1. Try a normal off/on (hold red button until powers off, wait a few seconds,

turn it back on). If it won’t power off go to #2.

2. Hold red button AND volume down until it powers off, wait a few seconds,

turn it back on). If it doesn’t power off, go to #3..

3. remove back cover, remove and re-insert battery, replace cover, power on.

should not require removing Sim and/or SD card(s)

Good Luck

What if your battery doesn't come out?

None of this worked for my Alcatel Lumos, and I can't take the battery out.

You should hold your power button for about seconds are until the logo shows up once the logo shows up let go of the button and now you don’t want the same thing to happen so what I like to do is I like to give the phone about 15-20 seconds to completely get everything back straight but sometimes you have to make sure that you don’t have too many things open on your phone at once because sometimes that can also be the cost of your phone freezing give it a break sometimes

If your phone is an Acatel One Touch flip phone Your battery will come out. Use you thumb nail to pry off the back. There's a really thin seem along the edge, your nail can get in and it should come off easy. Then just pull down on the top of the battery. Pull the battery out, then put it back in. Then turn you phone on as usual, by holding down the on/off button for a few seconds, then allow the phone to start.

Alcatel Lumos won't shut off or recognize touch on screen, can't take battery out at all, any suggestions? I've tried all button combinations and can only screenshot.
