Will not go to Home page

I turn the tablet on and it has a dog with rca on it and then goes to a black screen with rca on it then that's it. What can I do to fix it?

We need a little more information, what are the circumstances leading up to this. Did it update, turn off randomly, has it been dropped, ect. Does it turn off after the dog comes up or does the dog just stay on the screen until you force it off?
