1. Try holding power and volume down or up in combination and keep holding it for about 15 seconds or so and it will force a reboot.

2. Let the Kindle run dead and let it sit, may take a while but should eventually run out of battery, there for resetting it (without losing information).

3. if all else fails you could take the back off and remove the battery, if it is internal you could pry the middle section apart and get to the internals, Disconnect the battery and let sit for an hour.

--This happens a lot with my Galaxy s5 and usually a battery pull works fine, letting it run out of battery does the same.
