Probably the back LCD panel cable needs to be reseated. In result this would need the digitizer / glass to be taken off which is a delicate task as you do not want to crack the glass when separating it from the iPad. If you do decide to open up the iPad please do keep a spare digitizer on hand.

Try holding the power and home button for 8-10 seconds to force turn it on and hold the power button for 5 seconds to turn it on and see if that helps.

You can get a replacement digitizer from here if you need to:

iPad 2 Screen Digitizer

The digitizer is not at fault here as it only provides touch screen capability for the iPad.

The back panel LCD provides display to the screen.

It's definitely an LCD issue, and not the digitizer. As ben mentioned, try doing the restart as that might clear it up. If not, you will need to remove the digitizer to access the LCD screen, then try reseating the cable that goes from the motherboard to the LCD. If it still doesn't work, then you need to replace the LCD.

Might even be a bad LCD cable instead of a bad LCD, seen it happen before.

I'll add this in just in case:

iPad 2 Display Data Cable
