Is my 3ds flex cable broken?

hello i have a flex cable from my 3ds with a white line across the ribbon do you guys think that it needs to be replaced? btw the 3ds doesnt boot and im thinking its the broken flex cable

If you have any way to link an image, that would certainly help. Also, please add some more details about what happens when you attempt to boot up the device. This will help me, and others, determine how to efficiently diagnose your problem.

thanks for the reply as you can see there is a white line i think it s a tear idk

Nope, that's not a tear, it's a guide for where to bend the ribbon so that's not the issue. At least not the white line. What I need from you now is a better description of what the start up looks and sounds like for my next suggestion.
