The Fan Wont Turn On!

I have a Continental Model Number :CE27316 fan its brand new and i only have used it twice , I believe that plug i ha it into was draining the power but the plug still works the fan does not work in any port i believe the fan is blown is there any way i can fix it ?

Did you install it on the ceiling or is there a cord with a plug that you plug into a outlet.
