Polarizing film sticker side wrong?

Hello i have a question about the polarizing film i have a problem with some screens i dont know if the quality of the screen is bad or something else.

I refurbish many lcd's but sometimes i have a problem with the polarizing film i place the film with the sticky side on the lcd but then its not dark if i flip the film the screen is perfect but then the sticky side is not on the lcd side....

It happens sometimes is it the quality of the polarizing film of do i need to place some of them on the glass with the sticky side?

Or are some lcd's have bad quality?
