Screen replaced one area around home button not working

I had my screen replaced in July this year. The work was done in Central La. When I went to pick it up the tech was trying to show my something but the home button refused to work. So he changed it. Only this time the area around the home button does not respond to the touch. Most of the time I have to keep turning my iPad it'll I find the right position. What should I do? Even though it was out of warranty at the time of replacement, Apple will charge me $199.00 just to look at it. Help.

Send it back to the tech and get it fixed. If it's not working as it should be then you really should at least try.
