Battery Charging through pc after restore but not after disconnected

I have an ipad mini that would not charge over 1%, I've read a few posts about this "gas gauge" but can not clearly tell if this is missing or not. I replaced the battery and can successfully restore the ipad and the ipad will show that its charging and charge to full to 100%, but as soon as i unplug the ipad and try to charge it again i get no charging indicator. Wanted some advice before changing the charging port, which i honestly feel will be a waste of time.

Did you measure the battery voltage with a digital multimeter to make sure that the battery is indeed being charged fully to 100%? Should be something like 4.1V.

3.7V on the battery is about the minimum for the device to turn on.

Do you make sure to have the battery unplugged every time you unplug or plug in the LCD cable? If not you can blow up the backlight filter on the iPad (I think the filter is what blows first when improperly unplugging or plugging in the LCD on apple devices with battery plugged in or power going through the board).
