What is the problem

I left the iPad for three months at lower than critical charge. It won't turn on now. Tried charging but did not work. Connects to iTunes. ITunes says iPad in recovery mode. Need to be restored. Downloads the software and does nothing. May be due to pass code. Thought the battery died. Opened it successfuly but battery seems alright.. Can't figure out the exact problem before I buy the parts. Any help will b appreciated... Thanks in advance...

Sounds like its in DFU mode. Try holding the power and home button for 10 seconds to do a hard reboot. If this doesnt, work try charging it for a while. Im not sure who long you tried to charge it, but I've had to leave iPads for close to an hour before to get them charged up enough.

I tried holding the home and lock buttons together... Didn't work.. Left it all night on charging.. Still did not work..

Not that I know of. Since you opened it, I know you reseated the cables etc. The battery could be bad even though it looks fine. I have also had an iPad 2 in the past that flat out died and nothing I did brought it back. There is a charging IC chip of some sort that can go bad, but I dont do board level repairs, so I didnt pursue that troubleshooting step.
