Why my phone stop charging and wont come back on?

my phone doesnt charge at all and wont come back on...i cant change the battery because its built in so what can i do?

Mine charge but will not run on the battery, It tells me the battery is 100% charged, but when I start it up, it tells me the battery is low. 'Also, I can not change the battery because I can not open the comartment
