Why does it keep restarting?

When I power it on it does the normal thing it does when you turn a phone on but the screen goes black and it does it again and keeps doing it over and over again. It won't go to its homescreen.

Options

try clearing cache from boot menu, by holding power button and volume up together, then chose clear cache, Try it.
