Replacing these items is extremely difficult without the proper equipment, the same equipment that is used to reball PS3/4 & Xbox 1/360s.
Unless you have that equipment and a "for parts" PCB to pull a good one off of. Your best bet is to buy a replacement good/working PCB off eBay. Sadly, since it's the PCB, it's gonna be a bit expensive but basically your only option. This will probably lead to other problems especially if you've downloaded games, themes and such as they probably won't appear on the fixed machine.
