no power to wheels

My 6 speed Craftsman riding mower does not work in any gear. There is no power to the wheels. The belt is working but shakes a lot. I have taken the transaxle apart and everything looks OK.

The wheel shafts rotate when pulley is turned manually but if I hold them they are easy to stop. What an I missing?
