WHy does it say Insufficient space when trying to install apps

After downloading an app on the tablet it says insufficient space on device even though there are no other apps installed other than what came on it. Any ideas how to fix this? It also says to free up some space and try again.

Try clearing your cache partition by going to settings>storage>cached data>OK/clear

Apps are downloaded to the cache partition before being installed.

Update (05/30/2016)

what android version are you running? can you take a screenshot of the storage settings? If you are running an out of date or modified version of android, it may not let you clear cache

I have the same problem but on mine it won't download anything at all it always says insufficient storage but nothing is downloaded on my tablet both internal storages one is empty and the other is full to its max and have no clue on how to get it emptied I'm hoping to find a way to I guess to reinstall the 4.1 jellybean firmware onto it.
