cannot get the portable hand sete to ring for model 1789 . The answer machine is off as well

Hi,
Have you tried pressing the up button a few times (when the phone is not in use) and then test if the ringer works? Pressing the down button so that it is turned all the way down turns the ringer off.
Have you checked that you are not in Silent Mode? Here is a link to the user guide scroll to p.19. In Silent Mode you will also not hear the Answer Machine.
