Black screen and clicking noise

Power light comes on hard drive light comes on and computer makes a start up spinning noise then hard drive light goes off and computer makes a clicking sound. Does the same thing with hard drive removed. Changed memory card into opposite slots and tried just one card in both slots made no difference.
