I tried to update to the newest iOS for my iPod and now it turns on for about 7 sec then off for about 3 sec then repeats indefinitely. I tried to reset it by holding the power button and the home button, and that makes the screen flash then it goes back to the on off. I tried to plug it into my computer but iTunes does not recognize it.

Try entering DFU mode. There are instructions online on which buttons and how long to press each, but I don't remember the instructions for this specific device off the top of my head.

Try holding the home button when it is plugged into the computer with iTunes open to force it to recovery mode.
