My Phone Restart Problem

I restart my Alcatel mobel phone but its not work. how can i restart again

how i can skip the google safe acount, i cant remember what email or my password, know after hard reset i cant used anymore+

Master reset from settings menu

A master reset restores the original factory settings and may delete your personal data on the internal storage, such as downloaded content, ringtones, images, apps, and contacts. It does not delete data stored on the SIM card or SD card.

To perform a master reset, follow these steps:

1. Back up all data on the internal memory.

2. From the Home screen, tap the Recent Apps key to bring up the Menu.

3. Tap Settings.

4. Scroll down to 'PERSONAL,' then tap Backup and reset.

5. Scroll down to 'Personal data,' then tap Factory data reset.

6. Tap Reset phone.

7. Tap Erase everything.

Note: If the handset is locked, frozen, or unresponsive, you can perform a master reset using the hardware keys instead of the menu.

If the device menus are frozen or unresponsive, you can master reset using hardware keys. To perform a master reset, follow these steps:

1. Back up all data on the internal memory.

2. Turn off the device.

3. Remove the back cover.

4. Remove the SIM card.

5. Wait several seconds then re-install the SIM card and replace the back cover.

6. Press and hold down the Volume up key and the Power button at the same time until a menu screen appears.

7. Press the Volume down button to select Recovery.

8. Press the Power button to select the language you would prefer.

9. Use the Volume down key to navigate to wipe data/factory reset.

10. Press the Power button to select this option.

11. Press Volume down to select "Yes -- delete all user data".

12. Press Power button to select.

13. Select reboot system now.

14. The phone will reset.

Safe mode

Turn on and use safe mode

1. From the Home screen, press and hold the Power button.

2. Press and hold Power off on the screen.

3. To reboot into safe mode, tap Ok.

4. The phone will now reboot into safe mode.

Turn off safe mode

1. While in Safe mode, press and hold the Power button.

2. Tap Power off or Restart.

3. Phone will now reboot back into the normal operating mode.

OK so I got my Alcatel and when I put in my Sim card it just keeps restarting. What should I do?
