Phone works but wouldn't charge, phone showed it charging on screen but was only a red battery and flickers on and off, I brought a new battery and it's still doing the same thing, phone won't turn on

Check the charge port for corrosion , damage or broken pins. You will need a little magnification to see the small pins inside the charge port.

Either charging IC chip or charging port at fault. This can be tested by using a multimeter on the battery socket or the charger port to see which is at fault. If power is going through the charger port then you know that it is providing power through the power. If it isn't through the battery socket then the charging IC is probably at fault.
This isn't easy for a user to repair. I'd take it to a professional phone repair shop for them to fix this issue.
