PS3 Slim Power and Video Issue

I purchased a PS3 slim from a game store's broken bin. I've fixed a few from them. This one's issue appears more serious.

When I plug it in, the red light doesn't immediately come on. It takes around a minute or so for that to come up. When I press the power button, the green light comes on and I get a beep. I've held it for around a minute and not get a second or third beep to reset the video or enter safe mode. It also take a while for the fans to start spinning. I get no video or audio. I have to let go of the power button and press and hold it again for a while to get it to shut off. The power button doesn't always seem to respond.

I tried powering it up and getting the above results. I looked at it and found it didn't have a hard drive. I tried powering it on with a hard drive, but that didn't do anything. I'm not really sure what is wrong with this one.
