Hourglass Constantly Flashing On and Off

My computer seems like it's constantly trying to open or run a program because the hourglass (spinning circle) continues to flash on and off. Plus when I try to open any dropdown menus or use right-click, the icon will de-select whatever I'm trying to select. It's almost as if the mouse tabs on the laps are stuck (but they are not).

I checked the task manager to make sure there aren't any programs running, deleted cookies/temp files and did a system restore, but the problem still exists.

Any ideas?

Options

Virus or malware. Update your virus definitions and run a full scan. Download an anti-malware program (MalwareBytes is a good one) and scan. Defrag your hdd. Use program manager to monitor your cpu and memory usage. It should get better after each step.
