Why my phone can't charge while on but can charge will off
My phone can't charge while on but when I switch it off it starts to charge how can I do about it

Have you tried a different charger?
What is the output of your charger? ( it should be printed on it)
You do not specify the make / model of your phone so I cannot be specific about what is the correct value that you need. Most phones should run and charge with a charger that has an output of 5VDC and 1A (1000mA) but again it is specific to the phone and some may require a charger with a higher current output to run and charge the phone at the same time.
Check the specifications of your phone to see what the phone manufacturer's supplied charger's output is or what they recommend.
