My I pad screen touches and moves by itself.
I drop it a couple time and then that's when the screen started to touch buy itself.

Has the screen been replaced? The ghost touching on the iPad mini are common if they are not installed/ taped correctly. You could try a reset on the device, hold down the home button, then press and hold power button, hold both buttons until you see the apple icon.
