Can not send text messages but can send picture message and receive
tried to send picture message and it worked

Hi,
Go to your carrier's website and search for SMS Message center setting information. Usually it looks like a phone number. Once you have the information you need to check that you have it in the SMS Message center setting area in your phone. Not sure where it is in the Settings area of your phone but it should look something like this.

if an iphone check if the SMS message/ iMessage is "active" or "on" sometimes it is found OFF
