1999 Tahoe break pedal
My 99 Tahoe sometime when I go to stop my brake pedal is hard to push like it is sticking and then breaks free and feels funny until it breaks free

Sounds like a vacuum problem with the power assist .First check the linkage through the firewall and make sure the vacuum booster is mounted solidly against the fire wall and has not loosened off. then make sure the vacuum line is secure if there's no problems apparent you may need to replace the vacuum booster
