Will not boot windows

I cannot get the laptop to boot in normal windows or safe mode. In normal boot it stays at the windows logo and kinda pulses. In safe mode it gets to where it appears it is trying to boot with a horizontal line like it is loading. I've tried repair and have not been able to get into the hidden directory that has the factory back up. Suggestions?

If you are not able to boot the computer in safe mode, then try performing startup repair and check if it helps.
