Tough one. This may require an adjustment on the TV cable. However if the TV cable is maladjusted, that could cause damage to the transmission.

You can find the directions to adjusting the cable here.

Good luck, I wound up having to replace my tranny. If you get a used one do yourself a favor and rebuild it before you put it in and adjust the TV cable before you drive it anywhere.

Regards,

Frank

The 700R4 is actually the same transmission as the 4L60, GM just changed the name in 1990. 4L60 stands for 4-speed Longitudinal 6,000 lb gross vehicle weight rating (GVWR).

Dirty transmission fuel could cause the transmission’s gears or springs in the governor to delay shifts. Most websites recommend just having the transmission serviced regularly. Interesting that your problem is between second and third gears because one of the common problems with this transmission is slipping between the 3rd and 4th gears. Overheating can weaken the transmission’s clutch pack disks, causing the ends to shear off and causing a serious problem.
