Does not restore: error 21

Hello,,

I have been having problems with my ipad. My ipad suddenly went into recovery mode and I have tried to update and restore it many times but it keeps on giving me errors; it would not complete restoring. The last I got was error #21. I've read that it is a hardware error. Do you know what the solution to this problem is?
