Hi,
Check if Download manager is disabled in your phone.
Go to Settings > Apps > swipe to view All apps, scroll down to Download Manager, (you may have to scroll all the way down to find it -the apps are listed alphabetically - enabled first, then disabled) tap to select it.
If an Enable option is shown, Download Manager is turned off. Touch Enable to turn it on.
Try and see if downloads now work.
If a Disable option is shown, Download Manager is turned on. Keep Download Manager turned on to download apps.
