Toro Wheel Horse lawn tractor engine cuts off when the clutch is released even when in neutral?

Pat Kelly, sounds like one of your safety switches not working right. I would check the neutral switches (usually located on the shift linkage) and your brake switch and parking brake switch. this will of course depend on what model your Toro is. Even the Wheel Horse series has a few different models.
