can i replace wifi + cellular logic board with wifi only ? I don't need the cellular and the logic board is toast.

Yes you can, when you install the new board you will use the same screws to hold the top of the board down, and since you won't have the cellular receiving board you can just tape the antenna leads down to the frame.
