Evaporator fan on my Hotpoint Refrigerator will not start on its own.

The evaporator fan on my Hotpoint refrigerator (CTX21GASMRWH) will not start unless I give it a boost with my finger. Once started, it runs fine with no noise. Is this a bad fan, or could it be a capacitor?

That's a capacitor problem. Capacitors are essential to getting the required startup energy to spin a mechanical device. For example, a hard drive can consume up to 10x as much wattage spinning up rather than idling!
