First window says "swipe to upgrade" , then "enter password", it actually asks for password twice. Then it says "Update Completed" and underneath that it says "continue" when I hit continue it goes back to "slide to upgrade". This cycle goes on and on and the background stays white. That's the last time I'll ever upgrade. What do I do?

I just experienced the same problem with an ipad 2. After the upgrade to IOS9 it got stuck in a loop of restarting the upgrade.
I recovered it by itunes and restored a previous backup.
To restore it I opened Itunes ( I am a Mac user so there could be some differences with Windows) then connected the ipad and held the "home" and "off" button until a message appeared on the computer saying " restore Ipad"
After this ( it took a while) the ipad started up again.
