Is a hard drive water proof

my laptop fell in the lake.

i removed the hard drive and put everything in rice

i have the hard drive and my sata to usb cable and b4 i plug it in i want to make sure im not going to fry it

Generally no, hard drives are not waterproof.

If you absolutely can't afford to lose the data, I recommend sending it to a data recovery service first.

If you want to give it a shot, make sure it's completely dry first. You might remove the board from the drive to make sure there's no water on either side, then reinstall it. The SATA to USB cable sounds like a good plan.
