Have you tried to have someone spray a little starter fluid directly into the carb (bypass the filter) while you try to start it? Have you used a spark plug tester to actually see if you are getting spark?

Pull out the spark plug and pull the ripcord with your thumb covering the plug hole do this a few times . Are you feeling the compression pushing against your thumb and is your thumb getting wet with fuel. this tell you two things 1 you have compression if you feel the air moving in the cylinder. If you don't then there's a problem with your valves. If your thumbs not wet your not getting fuel. with the spark plug out , put the plug in the plug wire and then put the base against something metal pull the cord and check for spark if there's no spark you need to address the magneto . If all is right with both the compression the fuel and the spark . try this.heat the end of the spark plug with a torch so that its hot then squirt a little gas in the cylinder through the plug hole put plug in quickly so it doesn't cool off and give it a few rips.if the motor starts but does not run for any length of time you have a fuel delivery problem and your carb needs to be adjusted . If it doesn't start at all there's a chance that you burnt the cylinder head and its not going to start ever .Hope this helps
