CapsLock stays on and boots in safe mode EVEN after keyboard replaced

I have a water damaged Mac Air 11" A1465 (mid 2012). It will only boot to safe mode due to caps lock key stays on. After I replaced the keyboard, it booted normal once. Then it went to safe mode on next reboot. So the replaced keyboard seems functioning normally.

I took the battery out and re-seat the keyboard cable that connects to the touch pad and it was okay one more time. Reboot, it went to safe mode again.

Should I also replace the Touch Pad?

Most likely the signals are not passing through the trackpad connection correctly (short).

So yes, I would replace the trackpad & its cable back to the main logic board.

I replaced the cable connected to the MB and it behaves the same. Then I replaced the trackpad and it is working fine for 3 days now. Thanks for your suggestion!
