Why wont my mower start after the blades stopped turning

The blades stopped turning on my riding mower. I turned the blade switch off and on nothing happened. I turned the mower off. And cleaned the top and bottom of the deck. There was some grass buildup. I checked the belts and pullies. Everything looked good. I tried to restart the mower and it wont start. Is there a safety switch I have to flip. Or did the blade switch burn out?
