iPhone 4 not turning on

hi, i have an iphone 4, which is not turning on, i thought that its a battery problem so i changed it, the flashlight turns on after i connect new battery,but it does'nt turns on.

i think its short circuited, can it be repaired???

Before you do that try a different charger, cable and wall outlet. Also try to replace the dock connector, if that still doesn't work and you dont know how to micro solder. Send it to iPadRehab, which is a friend of iFixit.
