What makes it shut off and on?

Yes it can. Also rooting your device and messing around with stuff can do that too. Changing it's resolution, etc. Lots can go wrong when you play with things. If you don't know what your deleting .... usually best to leave it alone.

Yes you have to re-flash your rom and reinstall your Gapps (google apps). Watch a tutorial on YouTube. It's easy enough and after a couple times. You can unroot your phone too but doing a factory reset should fix everything. Just hard reset your phone first before playing with custom roms etc. Most phones by default are volume down and power button at the same time when starting to go to recovery. Might be different for your phone. Just take a look on google if that doesn't work.
