What and you're expecting an answer here? ;p What happened to David's forum!!

What I'm sure would have eventually been posted is that DSWVRMEN logic circuit for deepsx power state in the PCH is burned out, keeping the machine off, and also killing your 3.3v rail. This will be a $@$* repair to do. If you can find a new PCH, and not some trash ripped from a dead board kind of thing, you will have to replace it and should be good to go.

But you're NOT YET DONE!! You must redo SPI ROM at U6100 with a clean Intel Management Engine region or else it won't talk to the new PCH. Think of it like connecting to a machine via SSH, there is a key exchange. If the target machine changes or has the OS reinstalled, the key won't be the same anymore, and your SSH client will not want to speak to it. Same is true here. It will "work" but good luck watching a youtube video or having it boot in less than 20 minutes.

And yes we ignore all of those SPI ROM dumps on russian forums posted by idiots who just care to unlock EFI passwords so they can resell stolen machines! They turn the laptop on and wait 20 minutes for it to boot and sell it to a customer in a park or coffee shop, isn't until they get home that the mismatched ME region becomes obvious but by then it is too late, as their money is already taken. Even worse are all the idiots selling unlocked "bios chips" on eBay with used ME region that won't work when you solder it on properly. All of these dumbasses should be taken into a row and shot for stealing and then reselling broken machines because of ignorance. :( Assume all dumps posted online have improper ME regions unless you have confirmed otherwise.

So, required equipment here is as follows:

a) BIOS programmer

b) BGA rework machine

c) Source for PCH for your board

d) Brains

e) FITC tool for your Intel chipset so you can build a new, fresh, clean ME region for your SPI ROM based on the specifications of your particular motherboard.

There's probably a guide for that here under the one on how to replace your battery by swapping out a $500 case...

Best of luck!!
