Stuck on android robot screen

i have a Le Pan mini TC802A tablet,when turned on,it goes to the first initial LePan (thinking stage), then to the Android robot sreen. underneath robot it says No Command.After holding both volume and power buttons to restart it i get same thing. so i pressed reset botton and i still get Android screenwith No Command under it.
