Unable to start car
Unable to start car every once in a while. Key will only turn 1/4 of the way then stops.

This is likely due to a locked steering wheel. Your car isn't broken, it's just a strange feature that can be somewhat vexing if you don't know how to deal with it. What you want to do is move the steering wheel slightly, which will unlock the ignition switch and allow you to fully turn your key and start the car. I'll add a link to a helpful youtube video I found that explains what to do. (I know the video is for Honda but it is the same mechanism in your Volvo)
