My Huawei Phone fell down and crashed the screen,now it does not respond to the icons i select on the screen Or if it does,it decides to give me what i have not selected.Is this a screen replacement issue or software issue or both?

It highly unlikely to be a software issue. It's most likely an issue with the digitizer in the display. The digitizer is the part of a touch screen display responsible for sensing touch. If touch is not functioning correctly or not at all then usually the digitizer has either been damaged or possibly has a loose connection on the motherboard. You may want to disassemble the device and check the connections on the motherboard to see if maybe there is a loose connection. If the screen was cracked or shattered than most likely you will need a new digitizer. So yes you will probably need a new digitizer, or for an easier repair, a new display assembly(digitizer /LCD).
