After removing a stuck disc won't read.

After removing a stuck disc, resetting the drive, and inserting a new disc it will spin freely and won't read. I've verified that I'm doing the reset correctly from multiple sources online, and I'm verifying that the cables are fully seated when reassembling everything. I must be doing something wrong. Has anyone else had this problem, and if so, what was your solution?
